Kwong works with the 负责人, Associate 负责人 of 业务服务, and staff toward the effective management of the district and its resources.  She assesses the effectiveness of operational and financial controls, the accuracy of recorded data and compliance with applicable laws and policies. 

 夫人. Kwong is a Certified Public Accountant and holds a bachelor's degree from Santa Clara University.  夫人. Kwong is a member of the Institute of Internal Auditors.  She was previously employed by KPMG Peat Marwick and the local firm Shilling & 凯尼恩公司.  Most recently, she was the Internal Audit Senior Manager for National Semiconductor.
